  1. Section 21 Abolished – No More ‘No-Fault’ Evictions

The change:
Landlords will no longer be able to use Section 21 notices. All future evictions must be carried out using updated Section 8 Grounds for Possession with a valid, legally defined reason.

Tenancies become rolling from day one. Tenants can leave with two months’ notice, and landlords must rely on Section 8 to end a tenancy.

  1. New Mandatory Grounds for Possession

Two major new grounds have been added:

  • Landlord intends to sell
  • Landlord or close family member intends to move in

Restrictions: These cannot be used in the first 12 months of a tenancy, and the property cannot be re-let for 12 months afterward.

Phase 2: Property Standards, Transparency & Tenant Fairness

  1. Tenants Gain the Right to Request a Pet

Landlords must not unreasonably refuse a pet request.
A key protection: you can require tenants to carry pet damage insurance.

  1. Clearer Rent Reviews & No Bidding Wars
  • Rent reviews limited to once per year
  • Minimum two months’ notice of any increase
  • No marketing a property above the advertised rent

Tenants can challenge unfair increases at the Tribunal.
